BEND, October 17, 2026 — A 16-year-old former student opened fire at Silver Rail Elementary School in Bend, Oregon, killing three children and one teacher before being stopped by a bystander.
The shooting occurred on Thursday in a special needs classroom where the suspect, Griffin J. John II, had previously been a student. According to CBS News, he used a Maverick 88 pump-action 12-gauge shotgun purchased by his mother and fired as many as 15 rounds, with 44 remaining rounds found at the scene. Ammunition types included birdshot, buckshot and slugs. The bystander, Kaylub Giamanco, used his legally owned .40-caliber pistol to intervene and was later identified by his family as a Bend resident with two daughters who attend the school. Police Chief Mike Krantz said the suspect approached the school on foot, threw the shotgun over the fence, climbed it, and forced entry by firing into glass doors before going directly to the classroom. All victims were shot in that classroom. Two others were wounded: a 7-year-old girl in serious but stable condition at Oregon Health & Science University and a 54-year-old teacher with non-life-threatening injuries at St. Charles Medical Center. The children killed were ages 5, 8 and 11; the teacher killed was identified as 25-year-old Meghan Lambert. The suspect was killed by the bystander.
Historical Crime Trends in Bend and Deschutes County
Bend had a population of 99,178 in the 2020 census, making it Central Oregon’s most populous city. According to Wikipedia, violent crime rates in Bend and Deschutes County have historically been below state and national averages. The city experienced rapid growth in later decades as a center for tourism and recreation, situated in the Oregon High Desert and bordered by the Deschutes National Forest. It is a tourist destination featuring recreational attractions such as breweries, an amphitheater, Mt. Bachelor, and outdoor sports including mountain biking, fishing, hiking, camping, rock climbing, white-water rafting, skiing, paragliding, and golf. The last Blockbuster video-rental store is also located in Bend. In 1929, Bend adopted the council–manager form of government. The 1950 closure of Shevlin-Hixon Lumber Company caused an economic drop, but later decades brought growth as a center for both recreation and retirement. On August 28, 2022, a mass shooting occurred at a Safeway grocery store in Bend, where two senior citizens were killed and two others wounded before the suspect was apprehended.
Response by Law Enforcement and Community Members
Bend Police Chief Mike Krantz announced the suspect’s identity in a news conference on Friday and detailed the sequence of events. He said the suspect was a former student of Silver Rail Elementary and that the classroom where the shooting occurred was a special needs classroom, as confirmed by Bend-La Pine Schools Superintendent Steven Cook. Krantz praised the bystander, Kaylub Giamanco, for taking his legally owned .40-caliber pistol from his vehicle and entering the school to stop the shooter. He also commended the teacher who engaged the suspect in a physical struggle, noting she threw her cellphone at him and tackled him to take the firearm, almost certainly preventing more bloodshed. Law enforcement sources told CBS News that investigators are combing through the suspect’s computer, phone, social media, search history and other online activity to determine if he was obsessed with violence, including prior mass shootings, emphasizing the investigation is in its preliminary stages. The family of Giamanco issued a statement saying he is not seeking recognition but wishes to protect his children and the school community.
Impact on School Safety Policies and Mental Health Resources
Bend-La Pine Schools Superintendent Steven Cook disclosed that the shooting occurred in a special needs classroom and that the suspect had been a special needs student at that school. In 2020, the suspect’s mother, Shauntai Nickerson, spoke to a local television station about her then-10-year-old son, who she said had special needs and struggled to learn from home during the pandemic. Authorities have not provided a motive for the attack. The incident has prompted renewed focus on school safety protocols and mental health support systems, particularly for students with special needs. Officials are reviewing access control, emergency response training, and crisis intervention resources across the district. The shooting has also led to discussions about secure firearm storage and early intervention for at-risk youth, though no specific policy changes have been announced as of Friday.
Comparative Safety Ranking Among Oregon Cities
Despite the tragedy, Bend remains statistically safer than many Oregon cities when measured by historical violent crime trends. As of the 2020 census, Bend’s population of 99,178 ranks it as the sixth-most populous city in Oregon, with its metropolitan statistical area totaling 247,493 — the fifth largest in the state. The city’s long-standing reputation as a safe recreation and retirement destination continues to shape public perception, even as officials confront the rarity and gravity of this act of violence. The 2022 Safeway shooting and this elementary school incident are notable exceptions in an otherwise low-violence environment. Residents describe the scene as shocking but not indicative of a broader safety decline, emphasizing the community’s resilience and the swift actions that prevented further loss. By nightfall, vigils had formed outside the school, with residents leaving flowers, notes and stuffed animals in memory of the victims. The investigation remains ongoing, with no further details on motive or potential accomplices released by authorities.
Sequence of Events Leading to the Shooting
According to CBS News, the suspect, Griffin J. John II, approached the school on foot, threw the Maverick 88 pump-action 12-gauge shotgun over the fence, and climbed it himself. When confronted by a man passing in a pickup truck, he fired on the truck, striking it at least three times. That driver then drove on and made the initial 911 call. It was at that time that the bystander, Kaylub Giamanco, a 36-year-old man whose children attend the school, witnessed the shooting and drove into the school parking lot.
Krantz said the suspect forced his way into the school by firing several rounds into the glass panes of a set of double doors. He then went directly into the classroom immediately to the left of those doors, where he opened fire. “All of the victims were shot in that classroom,” Krantz said. The bystander entered through the forced-open doors, heard shooting, and saw a teacher involved in a physical altercation with the suspect before firing his weapon, striking the suspect multiple times.
