LOUDOUN COUNTY, Va., July 8 — Sheriff Mike Chapman has overseen a dramatic surge in construction site thefts since 2022, with a 300% increase reported by his office. The thefts have particularly targeted data center projects, which are abundant in this Northern Virginia county. Loudoun County is home to over 200 data centers, representing a $20 billion investment.
These sprawling construction sites have become prime targets for thieves stealing copper wiring, heavy equipment, and other valuable materials. Chapman, who has served as the elected sheriff since 2016, leads a department of over 700 sworn officers.
He previously served as a captain in the Fairfax County Police Department and holds a master’s degree in public administration from Virginia Tech.
Task Force Results
In 2024, the sheriff’s office launched a dedicated task force to combat construction site theft. The effort has yielded 15 arrests and the recovery of $1.2 million in stolen materials. Chapman has taken his concerns beyond local enforcement.
He testified before the Virginia General Assembly in 2024, advocating for stricter state laws on scrap metal sales. The logic is straightforward: thieves often sell stolen copper and other metals to scrap yards for quick cash, and tighter regulations would make that harder.
The encouraging part for local residents and developers is that law enforcement is actively responding. The task force represents a coordinated approach to a problem that had been growing largely unchecked.
Looking Ahead
Construction site theft remains a significant challenge for Loudoun County, but the sheriff’s office has demonstrated a willingness to adapt its strategy. The 15 arrests and $1.2 million in recovered materials are early indicators of what a dedicated task force can achieve. For property owners and construction managers in the area, the message from the sheriff’s office is clear: report suspicious activity and work with law enforcement.
As the data center boom continues, the pressure to protect these sites will only increase.
