Authorities Arrest Three in Anti-Illegal Mining Raid in Surigao del Sur

BAROBO, Surigao del Sur, June 27 — Authorities arrested three individuals during a coordinated anti-illegal mining operation in Barangay Bahi, an upland community within this municipality, local police and environmental officials confirmed Saturday. The operation brought together personnel from the Philippine National Police, the Department of Environment and Natural Resources’ Mines and Geosciences Bureau, and the Monitoring and Information Assistance Center. The three suspects, all residents of Tagbina in the same province, were taken into custody after failing to present permits that would authorize their mining activities.

Police identified them as men aged 33, 34, and 45.

Operation Details and Seized Equipment

During the operation, authorities confiscated equipment valued at an estimated P5 million, including water pumps and a backhoe that officials allege were used in the illegal extraction. The suspects are now detained at the Barobo Municipal Police Station and face charges under the Philippine Mining Act of 1995, the primary law regulating mineral resources in the country. The law, enacted to govern the exploration, development, and utilization of mineral resources, carries penalties for unauthorized mining activities that damage ecosystems and bypass government oversight.

Philippine National Police Chief Police General Jose Melencio Nartatez Jr. highlighted the operation as an example of effective interagency collaboration. He stated that close coordination between law enforcement, environmental agencies, and local communities is essential for safeguarding the nation’s natural resources.

Nartatez acknowledged the significant challenges involved in monitoring vast forestlands and protected areas, but underscored that sustained coordination and public cooperation remain critical to enforcement success. According to the PNP chief, the campaign aligns with the National Government’s directive for agencies to intensify environmental protection efforts, particularly in rural communities vulnerable to illegal logging and mining activities.

Vulnerability of Upland Communities

Barangay Bahi, the site of the operation, is known for its rich natural resources, but officials report that unauthorized extraction increasingly threatens the area. The barangay sits in the interior of Surigao del Sur, a province on the eastern coast of Mindanao in the Caraga region, facing the Philippine Sea. The province was established as a separate administrative unit in 1960 after being split from the older Surigao province. Before colonial rule, coastal areas were home to the Surigaonon people, while Lumad groups such as the Mandaya and Manobo lived inland.

Spanish authorities organized the region into a military district in the 1800s, and American administrators later made Surigao a chartered province before Agusan was separated. Following its creation, Surigao del Sur saw revenue grow from logging ventures and underwent classification changes over subsequent decades.

Its interior communities have long held forests and mineral resources that attract extraction activity. The province matters now because remote upland barangays, like Bahi, remain exposed to unauthorized mining that strains local ecosystems and challenges governance structures. Following the successful operation, Nartatez instructed regional directors and police commanders to further enhance coordination with the Department of Environment and Natural Resources in pursuing anti-illegal mining operations.

This directive reflects the broader enforcement effort across Mindanao, where resource-rich but often hard-to-monitor areas require persistent interagency vigilance. The arrests in Barobo serve as a concrete example of how authorities are acting on the national directive to strengthen environmental protection in rural communities, balancing the need for economic activity with the imperative to enforce existing laws and preserve natural resources for future generations.
